I'd argue all choices we make are the result of different urges tugging at a person at once. Should we really judge someone who happens to have different urges than the ones we have, at least based on the notion of having or responding to urges? We all do that.
What could we say that people do that isn't at it's core the byproduct of different urges working in tandem when you dissect it enough? Even self control is itself a byproduct of urges. To be truly urgeless you'd need to be a corpse or something.
