The 35% tariff is what US citizens pay for Canadian goods, except for minerals precious metals oil and some other exceptions. It does not affect US export into Canada.
Increased tariffs as you know incentivise consumers to buy the cheaper brands made at home. It also incentivises businesses to move to another country where they can avoid having to charge more for their product. The US has an advantage in that cause cause their market is 10 times larger than ours.  When a competitor has no choice but to sell at higher prices, it puts them at a disadvantage in an open market, and they'll certainly lose revenue in the grand scheme. It's more profitable to sell Honda Civics than it is to sell Bugatti's for obvious reasons.  
Canada at first decided to retaliate but now pulled back, which is the right move, though it took our government MONTHS to see things my way. It's the smart move for the Canadian economy.
Rising costs are due to inflation, the dollar losing purchasing power, which is always happening, but the pandemic with it's 2 year lockdown in Canada really accelerated inflation. Lots of lost jobs, businesses shut down, business opportunity nearly ceased while others ceased. Oil crashed below 0, though it still had storage costs.
The CAD is currently $0.72 to the USD, which is a 2 cent improvement that's been there for a few months now. This improvement might not even be as it seems as the USD suffers from inflation too and loses value.
When the fiat dollar loses value, that's when we see price hikes.
The state of the Canadian Loonie is Trudeau's fault. He did a real number on our economy to a point where he made Stephen Harper into a legendary Prime Minister, as we did not suffer from the same issues we do now under Harper.

Canada's liberal government is anti Trump. They made that clear the first time, they made it clear they are fearful of another Trump term with Biden, then they got one and they wonder why US Canada relationships are rocky. This is the same government ( Trudeau Cabinet ) that fucked up Canada. The same government that grants subsidies to businesses that hire foreign students. This is why nearly all of out fast food chains are infested by coolies behind the counter, effectively turning the gen z's and other generations who work in lower paying jobs into 2nd class citizens.
Why would Tim and Ronald higher you Xena, when they can hire someone from another country and collect subsidies for it at scale. Like damn, our government is paying corporations to hire non landed immigrants over Canadians, while they go to school here on Student VISAs in droves preparing to enter the higher paying job market. This is replacement theory. Grooming newcomers to get landed here and vote Liberal.
If Canada came out and said this ends today, Canadians including yourself would rejoice. But it looks like you're so indoctrinated into those ideologies, when you see someone like Trump, doing what our government should be doing and putting its own people first, you'll be all "Oh fuck that guy, everything is his fault". And I say, damn. Trump put the Trudeau government on its toes and they started cleaning up their act before Trudeau got the boot,
My personal take on Mark Carney. I never voted for him. I don't like what's coming in 5 years, but for now he's doing a better job and if he can clean up Trudeau's mess he'll earn my respect and I'll even vote Liberal.
