Since nobody really wants moderation I think on the long run only features which arrange content in a more intelligent way than now (black/whitelists, voting, ...) will be effective against trolls and maybe it will encourage people to produce better content. Reddit is a good example.

A rudimentary form of moderation will always be needed to weed out potentially criminal material, but apart from that I think the best way would be to try to make this forum as automatic and un-moderated as possible. In order to reach that glorious vision I'd like to see your proposed features implemented as well.
Banning IP adresses can't be done because of TOR.
Ignoring/subscribing to are weird options, I can't see how they are feasible. If you ignore dex but a whole bunch of others don't, because some like to chat with him for some reason, you'll still see THEIR posts and replies, which will be about dec, or a topic/post started by dex and which you can't see.
