Gorbachev wasn't a US puppet. He actually had a gentleman's agreement that the reunification of Germany wouldn't lead to NATO ascension, and is on the record as being really pissed that it did.
Yeltsin may have been a puppet, I'll give you that. Clinton brought NATO's borders all the way up to Russia and didn't get much pushback.
