Culturally it is one of them, yes. To not understand them is to blind yourself that much more towards the world. 

Sheep is just a herd animal, following the herd instinct,  In the case of humans it's social pressure. People manipulated with social pressure. Can't dare have a differenet opinion.

The idea that "they have a different opinion" is often how people become sheep over bipartisan political issues.
