The odds of your program being hijacked or robbed is very high. 1 component to a bad economy is high crime rates, everyone is in survival mode.

If you offer charitable or cheap medical care in those places, the masses will clean you out in a day while not being able to handle the the amount of visitors showing up. Many of them will fake illness just to obtain drugs with the intent to flip it. 

In my opinion it would be more practical to create jobs in places that lack medical care.

 I mean she could also do that here in the states, plenty of places here that don't have a hospital for miles or towns over

 Just to get an idea I checked and saw this headline.

"The Top Costs Associated With Running a Hospital. Hospitals in the United States spend more than $200 billion in administrative costs, according to a September 2014 report issued by The Commonwealth Fund."

^ I assume that's per year.

The number of hospitals in the 6,090

200,000,000,000 ÷ 6090

= $32,840,722.49

That's cheaper than expected, and that's only administrative costs.

The US also overcharges it's citizens for medicine. If anyone can build a hospital in the states and run it more cost effectively than the system, then all the power to you.

Even if she had the money the FDA will shut her down if she gets too competitive with other Hospitals, as the FDA serves the interests of the WTO first.
