We still wouldn't really know if it was him or not.  

So you're left to assume they are 15 because there is nothing implying they are over 18.

I'm saying that a dox doesn't really prove anything. A non-relevant dox could be done of some random 15 year old and his family and he could be like "Yes, that is me" when it isn't just as easily as how his dox could be done and he could be like "Uh... that's not me" and we wouldn't really know. Luna wrote that in place to be more of a hindsight factor, not a foresight one, and there'd be next to nothing to stop him from making another account and claiming to be 18. 

This is the wrong tree to bark up. If you want him gone, Ed's route's closer to success than this.

Wouldn't we had succeeded either way if TPG created another account claiming to be 18 ? He would be droping the 15 years old boy bait on the Public Chat and would not attract the pedo's since they would not know he was in fact 15. The problem is not TPG itself, but the fact that he admited more than once that the TPG account belongs to a 15 years old kid.
