Personalities according to WIKI GOTHAM.
JIM
Jim is the opposite of his colleagues in Gotham City being one of the few citizens with a position of power, though non-corrupt. Jim has a strong moral compass to do what is right, this being the driving force behind several of his action such as sparing Oswald Cobblepot's life, promising Bruce Wayne to find his parent's murderer, and his dedication to rid Gotham of crime and corruption.
Jim does not, however, always act in his own best interests, his passion for justice taking him out on a limb. He struggles often to understand others' perspectives, having such a black-and-white worldview himself. He also has the obsessive focus on justice which is a later hallmark of the Batman, since he manages to sit opposite Leslie Thompkins in a restaurant while she's wearing a beautiful and rather low-cut dress and think about nothing but the case.
HARVEY
Harvey is a hardened enforcer of justice. Jaded by his time and experiences in Gotham, he knows that justice in a place like that isn't always ethical; as such, he has no qualms doing the morally gray. But he wasn't always like that. In fact when Harvey's former partner Dix told Jim what Harvey was like when he was working with him, Jim could barely believe what he was being told. Nonetheless, he is loyal and dedicated, and even willing on occasion to put his life on the line for others.
ALFRED
Alfred is generally polite and respectful, although there are multiple instances where his military background causes him to lash out and lose his temper. He has admitted that he is unsure about how to raise Bruce following the death of the latter's parents.[2] However, he is genuinely concerned for Bruce's well-being and is loyal to his young charge above anything else. He is an unwavering ally and an implacable foe.
SELINA
Selina is intelligent, calm, level-headed, light-hearted, cheerful, carefree, laid back, slightly brazen, and occasionally kind and caring. Although she can sometimes be selfish, Selina is shown to have a sense of honor, loyalty, and is capable of being selfless. She is, of necessity, far more pragmatic than Bruce, but wants him to understand her reasons whenever possible, such as when she kills Reggie Payne to ensure that they survive. She is shown to be a little possessive of Bruce, as she made several attempts to keep Silver St Cloud away from him.
BRUCE
After the death of his parents, Bruce began to show erratic behavior, such as self-harm[6], listening to heavy metal, drawing disturbing artwork, refusing to eat and overall behaving recklessly, doing things such as climbing on top of the roof of the Wayne Mansion and burning himself. He is very serious, though also kind, caring, selfless, observant and intelligent. He can sometimes be naive, but despite this, he can easily tell when someone is lying to him or when they are not telling him the entire truth. He loved both of his parents very much, and becomes angry if anyone speaks ill of them, such as Tommy Elliot, who he physically assaulted after the latter taunted him about his parents' deaths, and disrespected his mother.[12] Harboring leftover guilt from not doing anything when his parents were murdered, Bruce devoted all of his time and efforts towards finding clues that could be used to discover the identity of the man who killed his parents. Bruce has a strong moral compass to do what is right, showing a huge reprehension against the act of killing, calling the Balloonman a criminal because he did so[7], and berating Selina Kyle for killing Reggie, and telling her that he'd never cross that line.[21]
OSWALD
At first glance Cobblepot appears to be milquetoast, subservient, and somewhat of a sycophant. In reality he is an ambitious and cunning sociopath who is willing to do whatever it takes to obtain power. Despite this hunger, Cobblepot is patient and uses his high intellect to concoct plans in order to reach his goals. Virtually every move he makes is premeditated to a certain degree. Even when things don't go exactly as planned, Cobblepot is highly adept at playing the hand he is dealt for the best. Among the more darker parts of Cobblepot's personality is his tendency for violence. He is more than willing to kill someone when he feels it's necessary and does so without pity or remorse. He speaks with a constant smile, often talking fast and shaky, with variant levels of flattery to whom he speaks to, often sarcastically.
Despite his malice and ruthlessness, he has a softer side and a degree of humanity when it comes to his mother whom he loves deeply and devotedly. When his mother got killed, it devastated him deeply and when Edward said that his mother was Oswald weakness, Oswald almost slit Edward's throat saying how his mother was the only person who truly cares and loves him.
At first, calling him Penguin made him very infuriated, to the point of murderous intents, but later, he decided to accept and adopt the epithet, admitting that it "grew on him". With the current outfit, name and mannerism, he is becoming closer to his original concept in the comic books.
The rapidity and precision of his Biblical references when he was picked up outside Gotham by the church group suggest that Christianity played a role in his upbringing. His facial expressions declare that, like the spoiled only child he seems to be, Oswald is always picked on by others and the universe, rather than ever being at fault himself.
