Allow me to interject. Time doesn't slip by, it slows down. A moment turns into infinity once past the event horizon of a singularity/black hole. So...
"You must be a singularity, because time stands still when I get close to you. I want this moment to last forever... Unless there's a better moment after it, of course."
I'm sure this pick up line will fare worse than the original. XD
Come to think of it, I may have had it in reverse. :D
The one approaching the singularity doesn't even notice crossing the "point of no return" in the horizon (well, other than maybe radiation and stuff, but they won't notice a sudden threshold). One observing that person falling in will see them continuously falling forever, never quite reaching it.
Time dilation is a symptom of approaching the speed of light. Time seems to go on rapidly without you, if you are the one speeding, but only noticeable once returning to normal speeds. Time will have affected you less and everything around you will look to have leapt ahead a number of years without you noticing. That's what happens, but hard to say which really is about "time slippinig by".
