a sociopath understands social norms but doesn't care for them, so would most likely choose not to fart as they understand this may damage relations with people they may need.

a person with substantial damage to their frontal lobe would not understand such social norms and would probably fart because they needed to.

 maybe if they were completely anonymous and that wasn't going to change during there time wherever they were, otherwise they probably wouldn't sense it could affect any possible 'relationship's from forming...

This is about farting in a public place. What kind of 'relations' could there possibly be with a bunch of strangers?

The main reason most sociopaths don't fart loudly in public places is because it's inappropriate. Not giving a shit about social norms doesn't mean you shouldn't maintain at least some self-control.
