absolutely, women have long derived power from apparent submission, as it is a desired quality for men. Submission can be a powerful tool of manipulation. Something women tend to excel at because it's more socially demanded. Men (to include myself) have a difficult time submitting due to social norms, higher levels of testosterone, etc... it's actually something I consider a weakness of mine... there are times when it would greatly serve me to be more submissive... but my ego gets in the way of it and I miss potential opportunities because of it.
Dominance and submission is not gender based. There are dominant and submissive people of both genders. While most women may be submissive, there are plenty who aren't. I consider myself to be a dominant woman. I like to be in control and be in charge. It feels more natural to me than being submissive.
While most men may be dominant, there are quite a few submissive men who aren't.
