Okay guys, I've done a little thinking, and this is what I've come up with.
In order for this tool to be functional, this community would need the following improvements:
profiles
instant messaging
mail system
Other than these, it's really just design work we would need to do. It wouldn't take long. The challenge is that we have client projects with deadlines, so it would be difficult to finish anytime soon

Inspiration struck me in the shower, not sure if it's a shitty idea tho... BabyBuilder... like those avatar builder sites. Not quite sure on the specifics yet, but something along the lines of everyone having their own quite detailed profile w their vital stats and what they're looking for (which can be private if necessary). Then you input what you're looking for, not just physical characteristics but what you're wanting/providing in terms of responsibility and financial support. Then you can contact your matches. This is basically what i was looking for, but possibly the name/general idea will be too weird for most ppl.
I made a Google+ post reguarding this, and it's gotten quite a lot of responses, and even likes, and a reshare so far!

How about a full DNA sequencing so that you can see what afflictions the child will have in the future? Maybe one of those age progression photograph services also so that you can see what they'll look like through the years in case you get a feeling plastic surgery could be needed.

"...don't really have time for a child, or desire to raise one." I just have to say that this one sentence you wrote is so incredibly sad and potentially hurtful to so many. We work so very hard in attempting to teach young people to be conscious and present in life, and this sentence coming from a 17 year old is frightening - and cold. I have very little hope for humans once all humanity is lost. I attempted logic originally, but really, this is just sad and pitiful. Your whole idea makes me sick to my stomach.
