Statutory rape is based on the tenet that children of a certain age cannot consent to sex but while apparently oft between two consenting parties. What if we argue that the age of consent is flimsy at best. Similarly initially 21 was the age to vote in the U.S. but was lessened to 18.

Flimsy yes, following the pattern I believe the age of consent should be lowered following a pattern of human evolution.
In Canada the age of consent is 16, which is pretty young.
As for the subject, I don't see how child rape is defendable granted rape itself is a heinous act.
