I've heard of people doing hard time over a dime in the states. ( we call a gram dimes cause here it cost $10 CAD ) 

Trump relaxed those laws with his "Prison Reform" where it released people who were doing hard time over dumb shit.

If murder were legal it would mostly be assholes getting killed because the logistics are too hard to be a total maniac, and there are still other laws that limit maniacs. People are motivated and dissuaded by certain factors and insane people are usually just incompetent.
