Which one would it be? 

Mind you that crimes can happen in bundles. Unless you plan your robbery well, you may get arrested for murder. 

Another implication would be the private security industry stepping up to fill in the gaps. 

I would pick arson, and set fire to people who are too poor to pay for protection.
