Rather than making this about Elon Musk specifically, I am making it moreso a point over wealth relativity.
This would be the bragging right of the century, literally one of the biggest things to hit a history book in... well, history. Why doesn't it end up happening?

- what if say Somalia which is unstable doesn’t want the “policing” on their soil

Policing would mean some sort of military-like force to enforce it.
The wealth these people have could fund their own armies, but they don't.

It's less a problem and more a Philanthropic Endeavor. If they fail too far to recover from they can just pull out of the project, like many a business venture from less successful rich people.

Then they don't get food.
Treat it like homeless people, only give food rather than giving over money or anything related to infrastructure. Long term solutions are naturally more desirable, but this is just about World Hunger specifically.

If they don't want the food they don't have to accept it. If it's a matter of personal safety they could drop down multiple parcels of food from the air and have them fend for themselves against eachother.
Clearly nobody cares about world hunger lol.
The apathy angle would make sense to me if it couldn't just be solved by one person, but these are people who aim to make history with their wealth from having little else left to prove.
