No landlord would ever rent to 4 roommates or more. You are looking just by the Tennant side. We all know how college students are, parties, mess, if I was the owner would I trust them to take good care of the property and not deteriorate it?
Unless the place is already a shithole, no one sane would give their property to 4 roommates, when they can rent to a family. Also, you usually check their background, job and etc.

It's usually home owners and this particular company. And there are lots of adults living with roommates to save on renting costs. It's not all college students and even if it was most college students don't do what you're claiming. The ordinance would make it so that two married couples could not live in the same same unit
It would also make it so that seniors would not be able to rent/ out rooms if they aren't related, and or you wouldn't be able to take care of your elderly parents if you're married because (unless Alabama) your spouse isn't related to them.
