I'm still building the case, what is the position of the NATO members? Obviously killing and war is an over reaction.

It's true what they say about security guarantees. The thing about promise of no NATO expansion refers to that German document that was specifically talking about East Germany. It seems to be a bogus claim.
At any rate, the reason those countries neighboring Russia want to join NATO is because they don't trust Russia. And Russia doesn't trust them. Basically, the neighboring countries want security guarantees (given by NATO); Russia also wants security guarantees (no NATO). There is nothing unreasonable about asking for security guarantees.
So what the reporter seems to be asking is: If you are promised unconditionally no NATO at the border, giving you your security guarantee, are you willing to unconditionally promise not to invade any of the neighboring countries (giving them a security guarantee)? The answer Putin seems to give is "no."
Or, the longer answer: You need to give me security guarantees, I don't.
But to be charitable towards Putin, this was a question given to him live, on the spot, so of course he has to deflect the question.
