Nice idea, but it doesn't change the fact that humans are greedy, lazy monkeys. There are always a few who tryta take more than their fair share.
By taking the power to create rape babies away from the men, we guarantee that women's wishes will be respected most of the time.
By making prospective parents pass tests and get licenses, we can screen out some of the assholes who only breed for the sake of their egos.
I would also add that ppl who live below a certain income level, or frequently have to rely on gvt assistance should only be allowed one child. Or none, if their financial difficulty is due to addiction or mental illness.
Also, offering chronically destitute, addicted, battered and messed up ppl incentives to sterilize themselves for pay would eliminate the need to dish out bazillions more dollars in therapy, gvt handouts, court costs and prison terms.
This approach to population control would also counter the effects of those absurd and damaging religious doctrines that state that motherhood is 'a woman's duty' bc there are millions of souls up in god's basket or w/e that are crying to be born. GAH. I hate those myths. Fucking Quiverfull Mormon bs :P

I dunno, there's definitely a reinforcing sense of value in being able to write it out in such a way as to grant it a sense of permanence, even if it's just over you reading over it yourself after you finished to see how your own ideas sound.
