Making people pay...erm... donate money to shoot at birds.

Make it like a carnival duck shoot with little cardboard replicas of his ex's bird or smthg.

Hell, make it an entire carnival. Get a dunk tank and get people to throw balls at a target to dunk the most hated petty tyrant middle managers.

Sell hot dogs and stuff. Have a barbecue.
