Agreed. Your IP is public, and you shout not assume it to be private. If you want private, and don't want to slow things as much as TOR, I'd recommend a VPN.
WW3 is using http://iplogger.com which is a public free tool anyone can use.
This could be prevented by not allowing users to submit external links, and by only allowing users to upload images. This doesn't seem necessary through. Ww3 isn't hurting anyone.

That wouldn't change anything, unless you mean outright hacking the iplogger website and doing that for them, which you clearly don't.
