Interesting. 

I once met a person that I believe had aspergers. He had difficulties making eye contacts or making way to much. 

In movies I notice characters make prolonged eye contact. Why? 

Applying this "feature" to "detect" people with AsPD could lead to confusion.

Eye contact is impt. It demonstrates self-confidence but too much communicates weirdness and is creepy. Knowing how much to give to whom is a nuance, one of those social graces we must learn. ;)

Purposely choosing how to display your own eye contact is a great way to unconsciously have people show different sides of themselves.

It's more natural for me to look away somewhat bashfully, but the opposite doesn't take much work to apply.

I do that.

I either make no eye contact or make way too much eye contact that I'm moving my head to follow line of sight when they move.

Why is it called “contact”?     I look at people’s eyes the same way as i look at their hair, shoes, nose,  mouth, fingers, etc. - taking in the visual info.  Nothing particularly contact-like about it.

The devices differ from person to person when trying to be charming (pleasant and entertaining?).

Eye contact is necessary when asking someone a question in order to observe the initial reaction.

Eye contact is only partially necessary when trying to seduce people.

Eye contact is not necessary when you contemplate a question in order give your best answer

Etc, no real set of cohesive rules really (personal opinion, I consider culture more of an enemy than a friend, as in something to challenge).

Mostly how people learn to act and react is the amusing part..
