As Jim stated, it may be stemming from envy or a feeling of inferiority. Take, for instance, pathological narcissism (NPD) where an individual might attempt to over-compensate for areas in which they feel inferior. When presented with evidence that another has something perceived as "better" than what one has, this can lead to narcissistic injury resulting in either 1) the attempt to actually improve in this area and so correct the deficit that the N feels exists or 2) attempt to show the other a fraud in order to relieve the feeling. It is much easier to shout for proof that another is fraudulent than to actually put in work to improve one's own condition.

Are you saying the accusations of lying on the part of the accuser could simply be due to the accuser being in the habit of such lies?

In most cases, I'd say it's not even about whether people care for the individual or not but what sort of ideology/values they have. I typically carry a half-glass full perspective, those who are a bit more skeptic maybe just reinforcing their own values by doubting what's putting before habitually.

In short; this sort of judgmental behavior in others I see more as a reflex than a conscious concern

Skepticism is certainly a thing. We are discussing those who go through obsessive lengths to undermine others claimed achievements or interests.
