Let me tell you about some of the shit Cleveland police do.
1. On the East side of Cleveland, it is not uncommon for a police officer to stop someone looking like they're on the street selling drugs. But most of these dealers don't get arrested! The police confiscate the drugs and the money on the dealer (police are able to take the money, because in court, if you have drugs and money, it is assumed the money on you came from selling drugs). Then what happens after the cops take the money, drugs, and any guns? They say "have a nice day, and drive off!" And maybe run into the same person again and collect a little more-side money.
2. When my buddy was a teenager, he ripped a four-way intersection sign out from the ground, and tossed it into nearby grass. The next day, he and his friends returned to the park. They watched a police officer parked off to the side and right beyond the missing sign, and the cop give ticket, after ticket, after ticket. This cop noticed that the sign was gone, and decided he was gonna bank on it. One of my friends' buddies got pulled over. My buddy ran up and said that he'd been watching the cop do this for hours, and that the cop knew damn well that the intersection sign was missing. The cop said "alright, you guys are free to go."
3. One of the women I work with liked to go out and party in her younger years...meet new people, had fun and whatnot. Well one of her buddies knew a cop. She walked into the place the cop rented out, and there were drugs, guns, and hookers all over the place. She stayed for 2 minutes before she got too sketched out and walked home.
