It's the government. They watch everything whether someone is getting off on it or not so I don't think paraphilia counts in this case as a whole. I'm sure there are individual cases though where someone is watching something to fulfill a sexual urge when they aren't supposed to be. The purpose isn't to cause sexual satisfaction. It's to gain what they consider to be intelligence.
