Peer Review is very different than a group of scientists who have reproduced the results.
I can peer review the Bible all I want, doesn't make anything more scientific.
Now in the case of theories. Yes... peer review is a big deal. Politically speaking.
Theoretically the Bose-Einstein condensate had no scientific tests which confirmed the theory, however Einstein vouched for the validity and soundness of the theory, so much that he included his name in the theory itself. That is how things survive in a world where idiocy reigns supreme. Decades later it was proven a reality.
The theory itself may have slipped into oblivion if Einstein did not vouch for the theory.
So... now you know... The internet is one great big giant peer review system. The old echos of the peer review system are dead and long detached from any formal institution.
The days of snail mail, are over.
I hate to admit it, but I'm with Etzel on this. Any 'scientist' who can't get published through legitimate channels isn't really a scientist.
luna, let universities do what universities were designed to do. Once you've spent a few years studying in whichever field you plan to study in, you can find some other grad students and set up a site on that particular topic.
But please, don't encourage morons to produce more garbage and try to call it science. Science is serious business. If you want to set up a joke website, then call it what it is.

It could even promote higher learning in a sense of purposeful irony. By seeing what sorts of crazy that they'd be lumped with from seeing those without a degree, they may end up desiring becoming above that. By showing utter ridiculousness, they can become inspired to pursue a real education. If they buy the silly conspiracies and half-answers from not bothering to fact check them, they probably wouldn't have made it too far in college anyway.
By showing what happens when the elitism isn't there, it could very well promote said elitism.
