A public Reddit-like website where people can submit scientific papers, and have them peer reviewd. the most noteworthy papers will then be listed on the website under their category.
If we assume that this caught on, and became globally used, naturally the most gifted of Humanity would be able to rise to the top, and gain public awareness for their views if-- if they are scientificly proven in their papers. This could leap scientific innovation and discovery foward.
This would make scientific peer review less elitist, and allow the whole of humanity to engage in science, and meaningfully contribute to it. It could really help the world.
Thoughts?
Providing people who are able to contribute to the scientific community a means to do so is just removing redundancy I think. Exploring science and our reality is an enjoyable passion of many Humans. Not just those who were in a possition to attend university for 8 years. The current meta makes it so that these individuals who didn't attend college regardless of their scientific ability will never be able to contribute to science because their voices are almost never heard.
A system like Reddit does not care about the individal or their credientials. Only the value and validity of the content.
P.S. This isn't to say I don't intend to attend university. Certainly I will be forced by my parents lol

Why not just make a Subreddit for it that links to Google Docs?
The subreddit would be dedicated to that idea, and ideas that are supported by it's community would be upvoted to the top (assuming you sort it by "best"). New ideas could still be seen by simply changing how it's sorted, something generally known across Reddit users. You can even assign users roles, flare, and images in Reddit, so a well valued scientific poster could show a badge or something.
It's a well known website that people from all across the world browse, which means you'd have a wide panel of people. People who'd find the place boring or "not their thing" could go elsewhere, trolls could be banned from it by it's moderators, and other less capable types may be able to at least contribute outside of the box points that inspire real answers further along. On top of that, Reddit is a trusted site. Some people are wary of going to new websites, preferring to stick to comfort zones.
By making your own website instead at the start, you make it more of an uphill battle to attract people. Reddit linking to Google Docs allows customization and control with a wide base of people all right in front of you. It's easier to advertise within other subreddits itself than an external site. If the idea is liked enough, you could have others willing to help you make a more advanced site that always has a Reddit's worth of followers that can network to those they know.
