why hope a victim comes back by keeping their belongings?

That's an old lame trick. It happened to one of my girlfriends, her ex made her come over to him 2 times after she had officially moved out. Each time he'd make her coffee, and talk to her, and each time a few of her things got misplaced or couldn't be found when she got there, then later on they'd mysteriously resurface so shed have to come back for them or meet with him some other time. Third time I got angry and decided to go there myself. There was no need for a fourth trip, the dude was very efficient at handing me everything that was needed in the shortest amount of time.

Send someone else after your things. Try to get someone intimidating, so your ex won't want to deal with him(her?) again.

plus he already has a new victim

You say you're a "victim", also that he has a new one. May i ask how you became a victim?  Did he steal your stuff?  <  that would be the only feasible cause for victimhood, other than that you're one of the "lovefraud" mob (in which case you're more the perp than the victim. Y'know, dumping your ass is not a 'crime').

If he stole your things, then take it up with the police.

I'm too lazy (I usually call it "busy" but I don't feel the need to lie to y'all here) to read this thread, but if this hasn't already been suggested, just break into this person's house and steal your shit back. What are they really going to do about it?

I'm assuming here that all of your crap was purchased on cards in your name. If not, this is a lesson for the future.

Actually I just saw Edvard's post and he's made a good point. Send someone else. It doesn't necessarily have to be someone intimidating - you could just rock up with a friend and say, "Hi. I'm here to collect X, Y, and Z." Don't give them the option to try to fuck you around - just calmly tell them that you're there to claim your property.

If that fails, then send an enforcer over.

Fabricate a story around items that could be "sentimental". Play on their pity, make it seem like you are struggling financially at the moment.

If they don't respond, then skirt the law and maliciously target them. Sign them up on surveys online, so their phone goes constantly. Apply the pressure, then when they are breaking, go around with someone like everyone else suggested.

Or perhaps invest in a set of lockpicks...ahaha just kidding of course :P
