why hope a victim comes back by keeping their belongings?

the person i dealt with STILL has my belongings and is trying to use them as leverage to force me to see them. I asked for it back once, then no longer engaged in the txts about my belongings, but this person STILL has my belongings and is trying to make me get back with them by keeping my stuff. What can I do to make them go away?

thats what I did, i felt like oh well I'm no longer getting my stuff back. thats why i no longer engaged in the txt convos when he would let me know he STILL had my stuff. I thought that it was all over since I stopped engaging in the txt convos but he's (months later) trying to use them to come back. plus he already has a new victim, so why wont he just leave me alone.
