I think you're referring to people who have the capacity to feel emotions along with the ability to regulate those emotions appropriately to achieve a desired outcome. Is there a label for this? Mentally healthy should suffice. It's important to note that similar to PDs, mental health falls on a spectrum. While some people may not be as mentally healthy as others, they are still considered healthy. When it comes to mental health, most people remain works in progress throughout their lives.
People who suffer with PDs always fall well outside the spectrum of what is considered mentally healthy.
