No, she's just being smart and proactive. You never know who you might be able to help you in the future. Better to have a general disposition of kindness (fake or real) to build credibility. Turning it on only when you need something will be noticed and you will despised (even more so) if it falls outside your general nature and reputation. 

I understand being kind to those who may benefit you in the future, but Luna didn't just mention the people she regularly interacts with. She said 'everyone', which includes those who may never benefit her at all.

Kindness isn't effective in every situation. Sometimes you have to step on people to get what you want.

Yep. That works too.

Indiscriminate kindness encourages your targets to talk to one another, re-enforcing your "kind person" status between themselves. This can become self-sustaining and is quite desirable.

Even those you never meet can serve your purposes.
