What you are referring too would be the outcome of someone who was was in disconnect with reality. People like that often do not have a desire to learn because they believe their abilities are already above average. This is known as the dunning-krugar effect.

The difference between me and those people is that I have the social validation and certification that prove outside of my own consciousness that my skills are above average. ;)
