Consider for a moment that this lashing out due to not being accepted here is part of some mommy issues stemming from his childhood. As such, you are in turn babying him. What is that doing? Feeding the beast. Giving it exactly what it wants. Things die down, you get quiet for a day or so and the baby starts banging on things and making noise again. Mommy, mommy! And here you come running. "Oh my puddy tat! Where are youuuu". All is right with the world and the dysfunctional troll family continues.

If someone wants to spam a forum, ip bans won't do anything.
It looks like he agreed to stop spamming the forum, so I'd say if you're judging on a case by case basis, in this case negotiation would work better than ip banning.
I think it's silly to ip ban before saying "please stop" when you already know who it is and it's not a random drive by troll. Especially since in this case, "please stop" worked.
It's true that IP bans aren't 100% effective, but banning the IP of a user can make it less conveinant for the user to visit the site, and as a result of this, they might, through time, find themselves less interesting in taking the effort to circumvent the ban.
Additionally, if a user is found to circumvent the ban through the use of a proxy, the proxy itself can be banned. As the user continues to change proxy ip addresses, each are banned until the user either gives up, or runs out of proxies.
Consider Thrill Kill. She meantioned she was banned from Psyche forums. Of course she could go back, but why doesn't she? I'd argue that she simply can't be bothered. There are other places, and circumventing the ban is inconveinant.

Wilful and other trolls/spammers are obviously trying to manipulate Luna into banning them. Luna, they're playing on your emotions/care for this forum, getting them banned makes their trolling/spamming significant in some way. It's what they want, see? "The very FEEEDOM you ordered" - this shows he's only spamming to obtain some moderation. Don't do it Luna. There's also Tor around the ban, and some of us are completely against banning that.
The best thing to do is to delete the spam, after it's done. The spammer will eventually give up faster than he would if you keep encouraging it to change ips, and make him matter, and tell him he gets to us. Just delete his shit, he spends like hours posting this stuff anyway. Wasted hours of his life.
