If you don't mind snow, you could go up north. Iron Mountain Michican, for example, has a pretty low population, and as a result, land, and resources are pretty cheap, and jobs are in demand due to logging and mining industry.
If you're thinking South, than Daytona Beach, Florida isn't a bad place. It's beautiful, jobs are a bit more difficult to find, but you can easily find a place to stay for cheap, and if you could always attend the local community college with government grants or even student loans if you don't care about debt.
Those are the only two places I can think of, but I'm sure there are plenty!

I don't know much about SSN's. I read somewhere that you can steal the SSN of someone who's dead, and would be roughly in the same age range as you. I guess you would have to google it!
I'm sure if you know the right people, you could get this taken care of.

Hide in plain sight. Heading into less densely populated areas allows for closer scrutiny by others.
Change your habits. ALL of them, and decease contact with known associates.
it will take ONE and only one weak link to ruin plans.
Change your name. Something simple and common.
Use funds to secure an abode and identfication.
If you have a car, service it and put a NEW battery in it. If it is a conspicuos car, seel and get a mundane reliable one.
Again, CHANGE your habits, ALL of them.
