I still don't see how your financial compensation model is supposed to be okay, even barring people framing:
"I might have PTSD Rape Trauma and a baby with the face of my rapist now, but at least my family has money. If I save up a little more, it'll almost be enough for me to afford the therapy costs!"
"My son... is dead, my sixteen year old son will never come back... But at least his murderer is paying for all the years it took me to raise him, and I can spend it on whatever I want!"
What happens if someone's responsible for multiple crimes, do they have to work twice as many hours or are the funds split among the victims?

nah, too many people get accused of rape that actually did not do the rape. same thing with murder. there have been several people exonerated with new DNA evidence and let go after being in prison for 30 years. WTF, that would suck.

our justice system is not perfect, jurys can be swayed to find people guilty.
this is why you need to be extremely careful when you talk to police, they may be targeting you as a suspect
