I think what is meant when people say this (and there is a reason why it is said) is being emotionally unavailable does something psychologically. I'm not talking about being an asshole, I'm talking about being on the border of revealing where it leaves people wanting more.
In some sense it is unisex, because yeah both sides can deny attention. But no I think when men get denied they tend to look to other options, where as women are typically looking at an array of options from a place of choosing (where men are supposed to convince or fill a role). The unaivalable thing works because then it seems like you have so much going on that you don't care how good of an option you are. It fucking does work too. Can't believe how much of an incel I sound like right now.

Ignoring or showing signs of not caring much about her does raise the losers relevance a bit in her mind.
I see alot of women say things like "negging" wouldnt work on them and then when you apply it to them it works. I think youre saying that because you want to be a woman and want to believe you are too smart for those tactics so youre projecting your own ego ideal on this
