It comes down to who has the money and who's willing to pull out versus stay.
Even things like Patreon and sponsorship is what gets around the lesser offenses (demonitization), and they'd rather trade away liberties for the sake of financial security by removing even the smallest of offenses that get flagged (esp. leftist phobia material). Again, there's been perfectly harmless content taken down by people pretending to be the offended party, they'd rather not risk it and that's who they are now. With shit like Youtube Red as well they likely feel like they have too much on the line.
Again though they're doing a lot to try to keep things off of their website once they remove it. It's why there's some goofy watermarks and image flips going on to combat their video recognizing algorithms.

Youtube just willy nilly flags and removes FOX news, or CBS News? I'm pretty sure that CNN doesn't have multiple channel strikes for not fitting in Youtube Policy
