It's fucking think policing. This is worse. "Gore is okay, but hate is bad." 

Also with how quick Youtube is to take down content over enough people complaining or from people pretending to be the offended party (this has happened), it might as well be against Youtube guidelines.

Don’t post content on YouTube if it fits any of the descriptions noted below.

Inciting others to commit violent acts against individuals or a defined group of people. 
From a liability standpoint I can see how someone'd become stuck with this, but it's still kind of gross for how this could potentially be stretched to remove otherwise valid people. 

Fights involving minors. 
This makes sense for liability's sake, and they don't seem to go overboard with it. 

Footage, audio, or imagery involving road accidents, natural disasters, war aftermath, terrorist attack aftermath, street fights, physical attacks, sexual assaults, immolation, torture, corpses, protests or riots, robberies, medical procedures, or other such scenarios with the intent to shock or disgust viewers
This one's shady. 

Footage or imagery showing bodily fluids, such as blood or vomit, with the intent to shock or disgust viewers.
Really not a fan of the bolded line, but it's less shady than the earlier use of it. 

Content where there is infliction of unnecessary suffering or harm deliberately causing an animal distress.

Content where animals are encouraged or coerced to fight by humans.
PETA basically gets dibs on this stuff. 

It's one of those cases where I'm principally against it but also glad it's there from how that'd likely motivate more animal violence. Unlike people, animals don't really have much of a say. 

Dramatized or fictional footage of anything listed above where the viewer is not provided with enough context to determine that the footage is dramatized or fictional.
This one's just sad

Yeah, Google's worried about losing corporate interest and flees lawsuit fears. 

It hits a lot of the wrong people though, and the implications form on their own from what they're worrying over.

I wouldn't say it's that they allow it, it's more of they can't keep track of the content in every video, and prevent it, though I'd say in regards to gore, I've only seen a few videos on youtube with gore, it's by no means big on youtube, and youtube as a company, wouldn't allow it, it'd risk too many sponsers, and they already demonitize a lot of youtubers for small stupid shit that could only be remotely offensive to someone looking to feel oppressed. 

Their TOS is vague as fuck and allows them to hold a lot of control in what can be allowed and can't be allowed, but that doesn't mean they have the capacity to validate every video.

I remember a few years ago, I found softcore lesbian porn of two german girls kissing and touching, honestly they could've been younger than 18 from what it looked, but I never really registered that back then. Plus, they could've been, doesn't mean they were.

It just can't be about hate, shock, or disgust.

They only go after it if it gets reported.

Actually it's eerily specific in many ways beyond some political wiggle room, they cover a lot of ground... but I'd argue the problem is that they worry about too much.
