It's fucking think policing. This is worse. "Gore is okay, but hate is bad."
Also with how quick Youtube is to take down content over enough people complaining or from people pretending to be the offended party (this has happened), it might as well be against Youtube guidelines.

It's one of those cases where I'm principally against it but also glad it's there from how that'd likely motivate more animal violence. Unlike people, animals don't really have much of a say.

Yeah, Google's worried about losing corporate interest and flees lawsuit fears.
It hits a lot of the wrong people though, and the implications form on their own from what they're worrying over.
I wouldn't say it's that they allow it, it's more of they can't keep track of the content in every video, and prevent it, though I'd say in regards to gore, I've only seen a few videos on youtube with gore, it's by no means big on youtube, and youtube as a company, wouldn't allow it, it'd risk too many sponsers, and they already demonitize a lot of youtubers for small stupid shit that could only be remotely offensive to someone looking to feel oppressed.
Their TOS is vague as fuck and allows them to hold a lot of control in what can be allowed and can't be allowed, but that doesn't mean they have the capacity to validate every video.
I remember a few years ago, I found softcore lesbian porn of two german girls kissing and touching, honestly they could've been younger than 18 from what it looked, but I never really registered that back then. Plus, they could've been, doesn't mean they were.

Actually it's eerily specific in many ways beyond some political wiggle room, they cover a lot of ground... but I'd argue the problem is that they worry about too much.
