As for this topic, 'worse' has to do with your position and goals. An overt narcissist is going to constantly be seeking supply in various forms, going out into the world and doing things they can't stand being alone with themselves. A covert narc on the other hand is typically too self hating to do much that's proactively harmful in pursuit of their supply, especially because being seen as 'good' or 'acceptable' is a key feature, so violating social norms or other bad behavior is typically confined to outbursts or reactions to narcissistic wounds.
It's also important to remember that any narcissist is going to have both overt and covert aspects or even modes of being, arguably a covert narc is an overt narc with a painful amount of self awareness: They are the overt narcissist who is aware of the self-loathing they experience, and the persistent, at times desperate attempts to regulate that pain.
