It covers their Desires, but not necessarily their Needs. I'd say needs are more important that desires, as desires are morphic while needs are internalized and rigid.
If at your core you're a shit person, than the external results sought after will be shit. "Good Results" more so denotes success than morality, and how fulfilling it is depends on how much that your desires do or don't resolve your needs.

The goal of the apology is supposed to be about showing remorse through a lesser form of pledging fealty in hopes of bringing things back to where they once were.
Apologies are about power, where the giver of them is lowering themselves towards the other as a sign of respect. This is why I find people who demand apologies extremely petty.
When you use an apology to mean more than the above, it's abusing the system. I don't bother with those or promises from them being too inherently legalistic and to have it mean more when I'd bother to do it.
