Won't that be worse? Once the train is off the track it can go hunt innocent civilians, regardless of whether they are tied to the train track or not.

If even just one person pulls the lever you are responsible for their outcome if you went before them. You can't just scapegoat in the future lever puller, you gave them that chance.
