I dont think that offering money for sex is on the same line as rape. But i can see it can be creepy, if ur afraid of possible rape.

It at least normalizes sex enough to make rape blend in a little more. 

The attitude is the bigger problem, the field of sex work itself would have to be somehow made more respectable.
