The spy balloon had a potential 10 mile debris zone. Even if its trajectory was over clearings of that size, if those areas are not public land shooting it down is still complicated from a legal stand.
So you mean to tell me the US would be at a standstill if they sent like 200 of those things?
They don't really effect much in actuality.
Commercial and cargo flights happen below 30,000ft so economically it's not an issue.
The one that recently got shot down might not have been a spy balloon, that is just the particular possibility the media jumped on because it's the more interesting narrative. We won't know until the sensors are collected and analyzed.
