i disagree, there must be a good balance between both. however, if you down the attack but use types to your advantage- or you down defense but have other tricks up your sleeve- you can use some strategy for the best of both worlds.

It really depends on the game. Generally defense, debuff, and speed outclass raw attack in most games, but for the older Pokemon games the attack stat was king over the room to one-shot opponents based on type advantage if not building a strat to sweep their team while Pokemon Go is more about survival and interactive real-time mechanics.

Pokemon Go is a rapid paced game compared to it's original turn based predecessor, requiring you to interact with attacks on your touch screen and use moves that don't one shot the opponent. 

You should know this already considering you play the game, you can't just pick Fissure and expect a consistent 1 hit KO like you can in the originals for example. 

You reminded me I need to build this at some point.

Idk what dimension you are from where 30% of the time qualifies as “I expect a consistent” but there are plenty of moves like brave bird, draco meteor and earthquake and that are more consistently than that, 1 hit KOs in Pokémon Go.

my honest opinion is that in the long run, everything you can bring to great league and ultra league should have less attack than this optimally. The only exceptions are Pokémon that won’t reach 1500 for great league or 2500 for ultra league without having their attack higher. If you find something like this (2/15/15) I would generally keep it and possibly use it, but chances are you will find something better at some point, and the game is an unwinnable marathon. Also just remembered I caught this on twosday. Also noting that because defense is so much more important even 2 well over years after this change, the pokemon with the higher attack stat gets their move off 1st if both use their move at the exact same time. Which is kinda why I like having a high attack azumarill, because I generally win those ties in the highest level of play without lag when we both lead azumarill. Also worth noting that the lower the attack is the more candies you will need to power it up, and xl candies are a gamers worst nightmare.
