Kind of agreed. No one is obliged to give him money, also he is not offering someone a service and not delivering it.
He is asking for money, people give out of their free will. If they believe his story even though being a lie, that just makes him a lier. However I don't think he can go to jail for that, just discredit.
Actually, most places have public nuisance bylaws. Not sure how severe they are in NYC.
People get tickets (like a parking ticket) for begging where I am.
The police don't usually enforce it too harshly.
The point up here is to get people into treatment bc most of the beggars here have substance abuse and/or mental health issues.
If somebody is sober and legit stranded and in need of a bus ticket or w/e, the cops will just tell them to move along, and not bother with the fine.
If they even catch them at all.
Our cops usually prefer to catch criminals who are actually harming somebody.
I'm good with that bc if it were too easy, everybody would be doing it ;)
