Not being in your right brain and not having the best judgement because you're intoxicated is a problem and can be seen as a sign of neglect. You're unable to properly supervise and care for your children when you're drunk and kids notice the differences between a sober parent and a drunk one. It can cause the kid to feel uneasy or unsafe depending on what sort of drunk the parent becomes.
