For that kind of animation, you'll want to make the upper body bob up and down.
- The standing position is the high point, and needn't be changed.
- For the step you need to lower the upper body from the crotch up. This means the arms follow along.
You might even achieve the desired effect if you lowered the entire sprite 1 or 2 pixels for every step.

Boob jiggle ?
I take it these sprites will be too little to put heavy detail into them. But if you actually want to make the boob jiggle, then you'll have to use more frames ( I don't know how fast that's moving but the framerate will determine your jiggle )
Basically you'll want at least 2 bounces for each step. When the sprite is upright that's when the boobs are raised with no jiggle.
Are you making a porn game ?
I have a porn engine backed by an entire modding community. It comes with a studio software too, but by default it cannot animate, so some guys created some mods that allow us to animate with it. I'm seeing guys creating patreons accounts and pumping out material for this and some of them are making like 10k a month.
I created some porn with it, but I've yet to release it to the public. I'm currently working on Wendy and Ronald. I'll probably turn it into NFT's and sell it for Ethereum. The cool thing about NFT's is the original creator gets royalties for every time the item sells.
