I think as a passive deterrent it'll slow down much of the problem if a reasonable number can be decided on, and from a spammer standpoint they'd need to waste time creating multiple accounts to even try to flood the place. It'd even stop a bot script from spamming on single accounts.
If the variable could be adjusted with ease, us having picked a number too great or too small could be changed quickly.
