Stuff related to their hobbies, it can be literally anything. If they fucking ride horses, give them a fucking little horse statue or whatever. It's pretty easy to give gifts with meaning instead of worrying about their value.

My favorite person in the world other than my little brother, and my husband, is a newer family member who came into my life. My aunt in law jenna. She shares her hulu account with me, and she paid the 75 dollar entrance fee to help me afford to get a credit card. Her and I will stay up all night on the phone about one to three times a week talking to eachother, and we talk about everything. She even offered to pay for my groceries, but I was to stubborn to accept. She told me he loves me and to call her aunt jen. She told me, she loves my husband, as her is her nephew, and cares deeply for him. She has given us so much, and been willing to give more, but most of all she has given me friendship, and love. Her husband, is helping br to start his school again, I can't believe it. That's just, the nicest thing anyones ever done for me, which sounds odd cus it's not for me it's for br, but I desperately wanted him to return to school, but he didn't want to return due to debt . I wanted to give her movie I bought, but she laughed, as she already has hulu, and all the movies she could ever want. I cannot give her as much as she has given me, and I wonder if there's anything I can do for her in return? I have absolutely no idea why she is so nice to us. What could we possibly give her? She said people in the past have used her for her money, and I don't want to be that, she doesn't deserve that.
Make her a card from scratch. Buy a blank card. Cut out letters from a magazine and put lots of effort into it. or colour print the letters and cut and paste them into the card, write about how cool she's been and thank her. Give her something to snack on, like Skittles. Usually women appreciate small things like that from guys, but I don't know if it's the same with everyone.
Make a song about how nice she is, and provide her a link, or a USB stick containing the song. Put effort into that too. Also give her a steel necklace.
If you have other music you've recorded give her some of those too. Something to listen to when she's driving.

Have something sweet and meaningful engraved on the zippo's shell, and she will show it to her friends and keep it with her other treasures, regardless if she smokes or not.

Zippo's come in 2 sizes, give her the standard size, the smaller ones don't have the same feel. These lighters are nice to fidget with.
There will be a large selection but you want to balance your price point. Go with the plain chrome look. As for the engraving it will cost more the more text you use. If the lighter looks like this it shouldn't cost too much. $40 USD which is double your budget, but damn it's really not that much considering that woman enriches your life.
