He's a presidential brand name, he can skirt out of it using his assets and connections to the point that, despite his debt and bankruptcies, his name will live on and it'll do so comfortably.

Agreed. Their own wealth as a bank is likely high enough to see more incentive to use it as collateral than collected for it's raw profit.
It's smarter to collect interest than bully the entire sum out of someone, and a name that big is promising to keep on the books.
